While Corporations Stall on Plastic Waste, a Flood-Prone Barangay in the Philippines Is Cleaning Up the Mess
For decades, Potrero, the largest barangay (town) in Malabon City in the northern part of Metro Manila, Philippines, lived with the harsh consequences of plastic pollution. Wedged along the Tullahan River, a catch basin for waste flowing from Bulacan, Quezon City, and Caloocan, the barangay endured floods so severe that residents climbed onto rooftops for safety.
