#EastPalestine dioxin levels are at 700 ppt.

2010 EPA guidelines found an increased cancer risk at just 3.7 ppt.

Yet
...the federal and state cleanup threshold is 1,000 ppt, so there is no legal requirement for US or Ohio EPA to test and remove that soil.
