Manifesto for a Future Free from Plastic Pollution

Giving the world a strong global Plastics Treaty

Plastic is not a choice; it is an imposition on our daily lives, with harmful impacts on the climate, biodiversity, human health, human rights, and the ability of the planet to support and sustain life. Without significant cuts in the production of plastics, the harm caused by plastics will only intensify. 

People around the world - from every continent and community -  have expressed their support for measures to urgently address unchecked plastic production, consumption, and pollution. After three years of Plastics Treaty negotiations, the world expects global leaders to agree on a treaty fit-for-purpose when they next meet this August in Geneva, Switzerland.  Only an international legally binding agreement based on the key elements below will successfully end plastic pollution across the full lifecycle, from the extraction of raw materials to disposal. The world needs an ambitious treaty that can effectively safeguard the rights and health of people, protect communities, and preserve the planet. 

As signatories to the ‘Manifesto for a Future Free from Plastic Pollution’, we urgently demand a treaty that reclaims our right to a healthy environment. 

A successful plastics treaty must:

  • Provide global rules that will control the amount of plastics being produced: Dedicated, legally binding rules and targets on the production and supply of plastics—including an eventual overall phase-out of production—are paramount for an effective treaty. We need a legal instrument that meets climate targets, harmonizes with other multilateral environmental agreements, and tackles the triple planetary crisis of climate change, biodiversity loss and pollution.
  • Protect human health, biodiversity, and the environment from harmful chemicals: The treaty must eliminate chemicals and groups of chemicals across the lifecycle of plastics that are hazardous to human health, biodiversity and the environment, and protect against regrettable substitutes. 
  • Reveal the truth on plastics: We need transparent information on plastics and mechanisms to ensure that information can be traced across the full lifecycle of plastics. This is essential to set baselines and targets, assess chemical safety before chemicals and products are put on the market, measure progress, and evaluate effectiveness.
  • Guarantee that there are equitable and robust funds to implement the treaty: We need clear financial commitments from developed countries and sustainable, adequate, accessible, and predictable money to support treaty implementation, compliance, a just transition, and remediation. Polluters must pay the financial costs of delivering these goals. 
  • Facilitate a just transition for affected people and communities: The treaty must ensure a mandatory just transition for workers along the plastics lifecycle, waste pickers and other informal workers and workers in cooperative settings, Indigenous Peoples, and frontline or directly affected communities. This includes financial support, official acknowledgement of their rights, transparency regarding the health impacts of plastic pollution across the full lifecycle, and full participation in policy-making.
  • Address waste colonialism and environmental racism: We must restrict waste trade and avoid the perpetuation of environmental racism, where marginalized communities end up bearing the biggest cost of pollution. The treaty must exclude polluting technologies, such as incineration, chemical recycling, and waste-to-energy schemes, avoid creating additional harm, and ensure safeguards for human health, biodiversity, and the environment. 
  • Prioritize reuse and refill systems in a post-plastics economy: The treaty must prioritize the development and scale-up of safe, toxic-free, and accessible reuse and refill systems to shift away from a failed recycling-centric model.
  • Allow countries to vote when decisions cannot be agreed upon:  Countries must be able to make decisions on substantial issues through a majority vote when consensus among all countries cannot be reached, to prevent a handful of low-ambition countries from weakening the treaty.
  • Protect human rights: Plastic pollution continues to threaten human rights for present and future generations at every stage of the plastics lifecycle, including microplastics. We have a right to a clean, healthy, and sustainable environment and the rights to information, participation, and access to justice. The treaty must uphold those rights. 
  • Keep polluters out of the decision-making process: We cannot have vested interests determining our future relationship with plastics. The treaty must include explicit conflict of interest measures in order to be protected from commercial and vested interests, particularly from plastic industries, fossil fuel and petrochemical sectors. 

Together, we must urge nations worldwide to adopt an ambitious and effective treaty. 

The time is now.
